To obtain the most current information on the rights and benefits you have earned by virtue of your military service, OPNAVINST 1900.1D requires all officer and enlisted personnel to attend a formal CAREER INFORMATION TEAM (CARIT) Pre Separation Brief 120 days prior to separation date or for deploying units, 90 days prior to deployment. 180 DAYS PRIOR TO SEPARATION:
___1. Mandatory per OPNAVINST 1900.2A: make an appointment with your command career counselor for your separation interview 180 days prior to your separation or separation leave date, in order to complete DD Form 2648 (Individual Transition Plan). ___2. Per OPNAVINST 1900 series all Officer and Enlisted personnel are required to attend the mandatory Career Information Team (CARIT) pre-separation brief 120 days prior to separating or retiring for a complete review of all rights, benefits and services available to veterans. a. Obtain a TAP quota via your command career counselor or Fleet and Family Support Center (FFSC). DOD Directive 1332.35 states that personnel may attend TAP up to 90 days after their separations/retirement date. ___3. Officer resignations only: request to receive reserve commission via resignation letter (USN) per MILPERSMAN 1920-190. ___4. Medical procedures prior to separation, transfer to the Fleet Reserve and Retirement. Reference: BUMEDNOTE 6230 and NAVMED P-117. a. If a member has had a separation physical performed within past 5 years that meet the requirements of NAVMED P-117, CH 15 than a SF 600 will be completed unless otherwise required by the physician. b. All members being retired or transferred to the Fleet Reserve must complete a physical exam within 6 months of scheduled retirement or transfer to Fleet Reserve date per MILPERSMAN 1830-030. ___5. Contact the Disabled American Veterans (DAV), American Veterans (AMVETS), Veterans Of Foreign Wars (VFW), or state veterans administration to review your medical record and evaluate it for possible disabilities incurred during service. ___6. If you plan on attending college in a state in which you are not a resident, contact the college to verify residency requirements. You may want to complete a change of state residency (DD Form 2058) with your personnel office to start fulfilling residency requirements prior to leaving active duty.

90-120 DAYS PRIOR TO SEPARATION:
___1. Complete an audit of your service record to ensure accuracy and completeness per MILPERSMAN 1070-100 (enlisted) or NAVADMIN 229/00 (officer). Make a copy of all important pages (ie: FITREPS/Evals and Awards). ___2. Verify your SMART (Sailor/Marine American Council on Education Registry Transcript). Go to the Navy College web site https://smart.cnet.navy.mil to view/print your unofficial copy or request an official copy. E-mail NCC@navy.mil. Phone: 1-877-253-7122 (option #1) ___3. Visit https://www.dmdc.osd.mil/vmet to view and print your DD Form 2586 (VMET - verification of military experience and training). ___4. Verify eligibility for veterans education benefits (GI Bill, MGIB, VEAP) with the Veterans Administration by calling 1-800- 827-1000 or visit their website at www.gibill.va.gov. Also, verify eligibilty for and make your decision about contributing. ___5. Contact the state veterans affairs office in the state you are planning to reside in to verify any additional benefits you may be entitled to. Visit their website at www.nasdva.com.
60-90 DAYS PRIOR TO SEPARATION:
___1. Determine your Thrift Savings Plan (TSP) options by visiting http://tsp.gov. ___2. Retirees/fleet reserve - complete survivor benefit plan (SBP) election on DD Form 2656. Must be completed and reach DFAS no later than 45 days prior to retirement date. ___3. Contact your personal property office to schedule movement of your household goods. Visit https://www.smartwebmove.navsup.navy.mil to schedule online. ___4. Visit www.dodtransportal.org for transition and job information. ___5. Contact your local Navy Reserve representative to see what programs , benefits and/or bonuses may be available to you by joining the Navy Reserve. Visit www.navyreserve.com for contact information.

30-60 DAYS PRIOR TO SEPARATION:
___1. Start separation procedures no later than 60 days prior to detachment date with PSD or your personnel office. ___2. Make copies of medical/dental records for yourself and all family members. You will need to make an additional copy for the VA if you are applying for disability. ___3. Start "comparing" medical and life insurance policies. a. www.life-line.org will educate you on different types of insurance available. b. www.quotesmith.com compares quotes from over 1,500 insurance companies. ___4. Separatees: obtain a copy of your latest Navy enlisted examination profile sheet. ___5. If you are planning to attend school while on separation leave, complete VA Form 22-1990 (Application for Education Benefits). You may download the form from https://www.vba.va.gov. ___6. Obtain a copy of your electronic training jacket at https://wwwa.nko.navy.mil .
PRIOR TO SEPARATION:
___1. Obtain 3 blank travel vouchers (DD Form 1351-2) from your PSD or personnel office. Travel voucher(s) must be completed after travel and mailed to separating activity for liquidation. ___2. Obtain names and phone numbers of those involved in your separation process (i.e. personnel, disbursing, medical and personal property). Retain with other important separation paperwork for future reference or follow up. ___3. If eligible, find out the procedures for obtaining appropriate ID cards for yourself and your family members. ___4. Make sure your certificate of release or discharge from active duty (DD Form 214) is complete and accurate before you sign the final version! ___5. Contact your local VA hospital to register with their Gulf War/Iraqi Freedom/Agent Orange coordinator or call 1-800-749-8387.

1. Participation in the TRICARE Family Member Dental terminates the last day of the month of active service. It is not a transition benefit. Extended dental care is on a space-available basis at a military treatment facility. Note that, for dental care, the 60 or 120 days listed in this column only refers to the card at the base dental clinics. Enrollment in the Family Member Dental Plan ceases on the separation, provided dental premiums are deducted for that month's coverage. 2. Space available. Rent is charged based on BAQ/VHA/OHA rate. Entitlement is subject to Status of Forces Agreement restrictions overseas. Retiring service members under the action of a Selective Early Retirement Board (SERB) are also eligible if they meet this criteria. 3. Service member must pay $1,200 and have been honorable discharged. 4. Service member must have completed a bachelor's degree to be eligible for teacher certification. Service member must have completed an associate's degree to be eligible for teacher aide certification. 5. Sixty days care for service member and family who served fewer than 6 years of service: 120 days for service member and family who served 6 - 19 years of service. 6. Service member must have been involuntary discharged under other than adverse conditions. 7. Certain dependents of retired service members may be eligible. See the installation Health Benefits Advisor for details. 8. Service members are authorized to request excess leave or permissive TDY/TAD, but not both. 9. Up to 30 days for those members who are domiciliaries before entering active duty and continue to be domiciliaries of states, possessions, or territories of the United States located outside the CONUS, including domiciliaries of foreign countries, and are stationed at a location other than the state, possession territory, or country of their domicile, contingent upon commander's approval and mission requirements. 10. The commissary and exchange regulations extend unlimited privileges to a member entitled to retired pay. The same regulations offer unlimited privileges to an honorable discharged veteran with a 100% service-connected disability. Members entitled to retired pay who are also rated by the VA as 100% disabled, remain eligible for the blue ID card even if they waive retired pay to receive VA compensation. 11. Applies to service member's spouse, as appropriate. 12. Registration for public and community service is mandated by Section 4403 of Public Law 102-484, "The National Defense Authorization Act for Fiscal Year 1993," for service members retiring with more than 15 years but fewer than 20 years of service. 13. Continued Enrollment in a DoDDS overseas school shall be on a space-available basis providing the student completed the 11th grade prior to the service member's separation and subject to the Status of Forces Agreement with the host country. Retiring service members under the action of a Selective Early Retirement Board are also eligible if they meet these criteria. 14. Service members, who upon separation, will be entitled to an Armed Forces of the United States Geneva Convention Identification Card (Reserve), DD Form 2, and/or a Department of Defense Guard and Reserve Family Member Identification Care, DD Form 1173, shall be permitted to use revenue-generating (for example, clubs, bowling centers, gold courses) morale, welfare and recreation facilities. 15. Eligibility requirements vary. Contact your state or local employment or veteran's office for details. 16. Service members must complete a minimum of 180 consecutive days of active duty immediately prior to separation. 17. Navy College Office and Sailor/Marine Corps ACE Registry Transcript: Where Sailors and Marines can request personal copies of college transcripts.

"CERTIFICATE OF RELEASE OR DISCHARGE FROM ACTIVE DUTY"
Reference: Navy/Marine - BUPERSINST 1900.8B, Army - Army Regulation 635-5, Coast Guard Commandant Inst M1900.4D, Air Force - AFI 36-3202 1. The DD Form 214 is the KEY DOCUMENT TO RECEIVING ALL VETERAN BENEFITS and is prepared whenever you serve an active duty period of 90 days or longer. 2. Your DD Form 214 must completed and signed prior to commencing leave. The original (copy 1) and member's copy (copy 4) will be given to you or mailed on your separation/discharge date. 3. DD Form 214 block information: Most blocks on this form are self explanatory. The following blocks are highlighted for your information. *** IMPORTANT NOTE *** ALL SHADED AREAS MUST BE ACCURATE WITH NO ERASURES, STRIKEOVERS, WHITEOUTS OR CORRECTIONS OF ANY KIND. ANY ALTERATIONS MADE TO THE SHADED AREAS OF THIS DOCUMENT WILL CAUSE THE FORM TO BE NULL AND VOID. Blocks 1-5 are self-explanatory. Block 6: Reserve Obligation Termination Date If you have not completed your Military Service Obligation (MSO) (initial 8 year contract) this block will have the date your MSO ends. If you have completed your MSO, this block will have "N/A." Block 7a & b: Place of entry and Home of Record information will be obtained from your enlistment contract. Block 9: Corresponds with block 6. Personnel being released, who have not completed their MSO, will have "Navy Reserve Personnel Center, New Orleans, LA 70149" in this block. This block will read "NA" for those being discharged. Block 10: Amount of your SGLI coverage, or "NONE." Block 11: All Navy Enlisted Classification (NEC), or Navy Officer Billet Codes (NOBC) held for one year or more will be listed by title(s) and length of time. Blocks 12 d & e: Total prior active and inactive service. Any active or inactive/drilling reserve period (in any branch of service) which counts towards pay. Block 14: This block will provide all formal in-service schools/training courses successfully completed during this period of service. Block 15a: For those who contributed to the Veterans Educational Assistance Program (VEAP). Block 15b: Must be marked "YES" in order to receive GI Bill benefits. If you do not have at least a GED or 12 semester hours of college credit, take the test and receive GED credentials prior to separating. Block 16: Days Accrued Leave Paid: Payment, for unused accrued leave at the time of separation, is limited to payment for a maximum of 60 days per career after 9 February 1976, and will be included in the members final check. See page 15 for more information. Block 17: If dental is unable to complete ALL of your required dental work prior to separation, this block must be marked "NO". This allows you to apply for dental treatment through the VA within 90 days of separation. Block 18: Remarks block. Have all the entries in this block explained to you by your separation clerk. 8

Block 19a: Provide an accurate permanent mailing address. Your W 2 Form, VA Benefits Package, Service Record, and other important documents will be mailed to this address. Block 20: Marking "YES" enables the Director of Veterans Affairs in your state to receive copy 6 of your DD 214. Your state may offer additional benefits (i.e.: tuition free schools, one time cash bonus for Persian Gulf War participation, etc.). Check with your State Director of Veterans Affairs. Block 23: The type of separation you receive appears in this block. (Discharged, Released From Active Duty, Retired). Block 24: The character of service appears in this block. This block identifies your discharge/release as Honorable, General (Under Honorable Conditions), Other Than Honorable, etc. For benefits based on the character of service see page 12-13. Block 26: Your three character separation code will appear in this block. This code identifies why you are separating. Ensure that you understand what this block means. Ask to see BUPERSINST 1900.8B if you don't understand your code. Block 27: This block is for enlisted personnel and identifies your Reenlistment/Reentry (RE) code. This code indicates your eligibility to reenlist or to affiliate with the Guard or Reserve. Ensure that you understand what this code means. Officer personnel have "N/A" in this block. (See page 15 for more information.) Block 30: Initial this block to receive copy 4 of your DD 214. 4. Distribution of the DD 214: Copy 1: (The original) Given to you or mailed on your date of separation. Copy 2: Forwarded to BUPERS (PERS 313C1) if you are released from active duty and affiliated with the Selected Reserve. For all other categories, this copy is placed in the service record and forwarded to the Navy Reserve Personnel Center, New Orleans, LA. Copy 3: Sent to the Department of Veterans Administration Data Processing Center. Copy 4: Given or mailed to you with the original. This copy is important for verification of entitlement of unemployment compensation and other VA benefits. Copy 5: Sent to the U. S. Department of Labor . Copy 6: Sent to the State Director of Veterans Affairs if a state is listed in Block 20 and "YES" is checked. Copy 7: Retained in the service record and mailed to Navy Reserve Personnel Center with the records. (Officer's copy 7 will be destroyed.) Copy 8: Retained by the separation activity for 2 years from date of separation. (Copies may be requested from separating agency for 2 years from date of separation). 5. Request for Correction. A correction request must contain your full name, rank/rate, social security number,
periods of service, and current mailing address. The correction requested must also be identified. If a copy of the DD
214 for which the request is being made is available, it should be forwarded with the request to one of the following locations: a. b. Members released to the Navy Reserve to complete their reserve obligation: Commanding Officer, Navy Reserve Personnel Center (N33), New Orleans, LA 70149 7800. http://www.nrpcweb.nola.navy.mil c. More than 6 months after discharge, retirement, or transfer to Fleet Reserve: National Personnel Records Center, (Military Personnel Records), Navy Reference Branch, 9700 Page Avenue, St. Louis, MO 63132. http://www.archives.gov. 6. DD-214 Security: Filing a DD-214 with your local government is an option available to veterans. One advantage to filing a DD-214 with your local courthouse is that you can easily obtain copies if you ever lose the original. The disadvantage is that the form, (with your Social Security number on it), becomes a matter of public record. Unfortunately, identity thieves are aware of this and could take advantage of it. To file or not file a DD-214 with your local courthouse should be a very deliberate decision. Ask yourself if it would be better for you to obtain extra certified copies of your DD-214 and store them in a safe area. Ensure your family members or beneficiaries know the exact location of the document and how to gain access (combination, key, family attorney, etc). Once a document becomes part of a public record, most local and state laws forbid it's removal. You may be wise to file a copy of your DD-214 with a Veterans' Service Organization. After all, Veteran Service Organizations are the largest single assistance provider to family members in obtaining benefits in the event of death. 7. VA requirements: If you plan on applying for ANY VA benefit, you will have to provide a certified copy of your DD-214. 10

DISCHARGE REVIEW BOARDS
References: DOD Directive 1332.28 Title 10, United States Code, Section 1553 www.hq.navy.mil/ncpb and MILPERSMAN 1000-160 Each of the military services maintains a discharge review board with authority to change, correct, or modify discharges or dismissals that are not issued by a sentence of a general court martial. The board has no authority to address medical discharges. The veteran or - if deceased or incompetent - the surviving spouse, next of kin or legal representative may apply for a review of discharge by writing to the military department concerned, using Department of Defense Form 293 (DD-293). This form may be obtained at any VA office. If more than 15 years have passed since discharge, DD Form 149 should be used for applications to the Board for the Correction of Military Records. Service discharge review boards conduct hearings in Washington, D.C. Traveling review boards also visit selected cities to hear cases. In addition, the Army sends teams to locations to videotape the testimony of applicants for later review by a board in Washington, D.C. Discharges awarded as a result of unauthorized absence in excess of 180 days make persons ineligible for VA benefits regardless of action taken by discharge review boards, unless VA determines there were compelling circumstances for the absences. In addition, boards for the correction of military records may consider such cases. Applications to these boards are made with DD Form 149. Veterans with disabilities incurred or aggravated during active military service may qualify for medical or related benefits regardless of separation and characterization of service. Veterans separated administratively under other than honorable conditions may require that their discharge be reviewed for possible re-characterization, provided they file their appeal within 15 years of the date of separation. 20

CORRECTING MILITARY RECORDS
References: Title 10, United States Code, Section 1552 http://www.hq.navy.mil/bcnr/bcnr.htm MILPERSMAN 1000-150 Whether you are active duty, separated, or retired, you can apply to your service's Board for the Correction of Military Records if you feel there is an error or an injustice in your military personnel records. The secretary of a military department, acting through a board for correction of military records, has authority to change any military record when necessary to correct an error or remove an injustice. A correction board may consider applications for correction of a military record, including a review of a discharge issued by courts martial. The veteran, survivor or legal representative generally must file a request for correction within three years after discovery of an alleged error or injustice. The board may excuse failure to file within the prescribed time, however, if it finds it would be in the interest of justice to do so. It is an applicant's responsibility to show why the filing of the application was delayed and why it would be in the interest of justice for the board to consider it despite the delay. To justify any correction, it is necessary to show to the satisfaction of the board that the alleged entry or omission in the records was in error or unjust. Applications should include all available evidence, such as signed statements of witnesses or a brief of arguments supporting the requested correction. Application is made with DD Form 149. How to apply: You should use a DD Form 149, Application for Correction of Military Record. Section 1552. You should complete the form very carefully by typing or printing the requested information. Attach copies of statements or records that are relevant to your case. Make sure you sign item 16 of the form. Mail the completed form to the appropriate address on the back side of the form. 21

REENLISTMENT CODES TAKING OR SELLING BACK YOUR LEAVE
Reference: MILPERSMAN 1050-120 MILPERSMAN 1050-400 Separation Leave Policy Separation leave is granted by the member's commanding officer according to the command's leave program. Separation leave is ordinary leave and shall consist of accrued and advance leave, not to exceed the amount of leave to be earned by actual day of separation. The commanding officer granting separation leave has the authority to authorize the amount of leave the member will accrue to the date of separation, including an amount exceeding 60 days. A member may be granted all or a portion of accrued and advance leave as separation leave, dependent upon military requirements and the desires of the member. Payment, for unused accrued leave at the time of separation, is limited to payment for a maximum of 60 days per career after 9 February 1976, and will be included in the member's final check.. Payment for accrued leave on or after 1 September 1976 will include base pay only. Since a member is not required to report to a naval activity for final processing at the expiration of leave, it is imperative that the separating activity accomplish all pre-separation counseling and administrative processing prior to the member's departure for leave. References: BUPERSINST 1900.8B The primary factor on whether or not one can reenlist lies with the RE Code, the services also use the Separation Codes to determine whether or not one is eligible. An individual's Separation Code and RE Code can be found on the DD Form 214, Record of Discharge. They determine whether or not one may reenlist or enlist in a military service at a later time. In general, those who receive a Navy/Marine/Coast Guard RE Code of "1" may reenlist in their previous service or another service with no problem. Individuals with a Navy/Marine/Coast Guard RE Code of "2" may usually reenlist in their service or another service with various restrictions, or if the circumstances which resulted in the code no longer apply. Individuals with a Navy/Marine/Coast Guard RE Code of "3" can normally reenlist in their service or another Service, but will probably require a waiver to be processed. Individuals with a Navy/Marine/Coast Guard RE Code of "4" are normally (but not in all cases) not eligible to reenlist in their service, nor join another service. Codes for Navy, Marines and Coast Guard: RE-1 / RE-R1 - Eligible for reenlistment / Eligible for preferred reenlistment. RE-1E - Eligible for reenlistment, but not reenlisted due to Perform-To-Serve (PTS) requirements. RE-2 - Ineligible for reenlistment. Recommended for reenlistment but ineligible because of status: Fleet Reservist Retired (except for transfer to TDRL), Commissioned Officer. Warrant 0fficer, Midshipman, Cadet. RE-3(_) RE-3 - Codes have a letter code that specifies the reason for being separated or discharged. Personnel may be eligible for reenlistment if they can show they've resolved whatever caused their separation. RE-4 - Not recommended for reenlistment. (CONTINUED) When separation processing has been completed and the member has departed on leave, such leave may be voluntarily ter- minated only if the member returns to the command or the separation activity maintaining the member's records. Travel to the member's command or the separation activity will be at the member's own expense. Separation leave of active duty members shall not delay separation. At the expiration of the leave period the member will be considered separated. a. Excess leave shall not be granted as part of separation leave. Retirement leave policy Accrued leave, creditable at the time of retirement, is paid in a lump-sum payment not to exceed 60 days of basic pay. MILPERSMAN 7220-340 states that no member can sell back more than 60 days during a military career. Payment for leave accrued prior to 1 September 1976, which is referred to as saved leave, will include basic pay, basic allowance for quarters, and basic allowance for subsistence. Payment for leave accrued on or after 1 September 1976 will include basic pay only. If leave without return to the separation site is desired, the member must actually have retirement or transfer to the Fleet Reserve orders in possession and have completed separation processing prior to departure on leave. The retirement or transfer to the Fleet Reserve date must occur following completion of the authorized leave period. 23

SELECTIVE SERVICE REGISTRATION
Required by law under the Military Service Act, Section 6, 50 U.S.C. App. 456 1-877-688-6888 www.sss.gov 1. All male U.S. citizens (regardless of where they live) are required to register with Selective Service System (SSS) with in 30 days after reaching their 18th birthday. 2. SSS will accept late registration but not after a man has reached age 26. 3. Men born between March 29, 1957 and Dec 31, 1959 were not required to register. 4. Men who are on Active Duty with the military from the age of 18 through age 26 are not required to register. Upon Separation from Active Duty Males under the age of 26 MUST register. 5. There are several ways to register with Selective Service: a. Online at www.sss.gov b. By filling out a "mail-back" form at the post office. c. By returning the "reminder Mail back Card" that is mailed to men around the time they turn 18. d. Checking block 29 of a Federal Student Financial Aid form. 6. Men who fail to register: a. If prosecuted and convicted, may face a fine of up to $250,000 and/or a prison term of up to five years. b. Will not qualify for Federal student loans or grant programs. c. Will not be allowed citizenship. d. Will not qualify for Federal Job Training (Workforce Investment Act). e. Will not qualify for Federal jobs in the Executive Branch of the federal government and U.S. Postal service. (Applies only to men born after Dec 31, 1959). f. States may have additional penalties for those who fail to register. 7. Men who fail to register may apply for an official response from the SSS indicating they were not required to register. They must submit a letter stating the circumstances that prevented them from registering. 8. SSS board will determine whether or not they were exempt from registering. The final decision is up to the agency providing the benefit. 9. MILITARY SERVICE OBLIGATION (MSO)
Reference: MILPERSMAN 1133-010 Each person who entered initial military service on or after 1 June 1984 shall serve a total period of 8 years from the date of enlistment or appointment. Any portion of the MSO that is not active duty or active duty for training shall be performed in a reserve component as defined in 10 U.S.C.; any combination of active duty for Ready Reserve (SELRES) service, as prescribed may be used to fulfill the MSO.

UNEMPLOYMENT COMPENSATION CONTINUED HEALTH CARE BENEFIT PROGRAM (CHCBP)
www.humana-military.com 1. Effective 1 Oct 93, separating members and their dependents can elect temporary health coverage through CHCBP. This will cover pre-existing conditions. 2. Beneficiaries have 60 days to enroll in CHCBP, but the period of coverage must begin on the day after entitlement to a military health care plan ends (including TAMP coverage). Separating members are limited to 18 months of cover age while unmarried dependent children and un-remarried former spouses are limited to 36 months of coverage. 3. Retirees are not eligible for this program, but should see a Tricare representitive for information on Tricare For Life. 4. CHCBP is not part of the TRICARE/CHAMPUS program; however, it functions under most of the rules and procedures of CHAMPUS. You must find a doctor that accepts TRICARE/CHAMPUS. Unlike TRICARE/CHAMPUS however, the plan is not free. The quarterly premium will be $933 per individual and $1996 per family. This premium must be paid upon enrollment. 5. COMNAVRESFOR will publish an ALNAVRESFOR Enlisted Career Management Objective (ECMO) message identifying rates eligible for RESCORE-R . 2. APG (Advanced Pay Grade). Provides for the enlistment of personnel who are (or recently have been) employed in a civilian occupation which relates to an undermanned rating. Non-prior service personnel incur an 8 year Military Service Obligation, six of which must be served in the SELRES. The remainder of their enlistment may be either in the SELRES or the IRR. The APG program requires 2 weeks recruit training. Reservists normally spend one weekend per month in training sessions at a Navy Reserve Center, plus 12-17 days per year in annual training (AT) at a site other than a Navy Reserve Center. 3. How pay will be computed: The amount of retired/retainer pay is based on several factors. DFAS will use one of the following methods to compute your retired pay: a. Retiree (30 or more years of service): 75% of base pay. b. Fleet Reserve (less than 30 years of service) and: Initially entered the service before Aug 1, 1986 or entered on or after August 1, 1986 and elected NOT to be in the REDUX retirement plan, the factor is determined by taking 2 1/2% times years of service. Initially entered the service on or after Aug 1, 1986 and elected the REDUX retirement plan, the factor is determined by taking 2½ % times your years of service then reduce that factor by 1% for each year less than 30 years. This reduction factor is eliminated at age 62. Initially entered the service before September 8, 1980, base pay for retirement is the same as their last active duty pay. Initially entered the service after September 8, 1980, base pay is the average of the highest 36 months of active duty base pay received. Clarification of the relationship of the Delayed Entry Program (DEP) to the Pay Entry Base Date (PEBD) is as follows: (Reference: MILPERSMAN 1133-010) a. 01 October 1979 to 31 December 1984: DEP counts toward PEBD. b. 01 January 1985 to present: DEP does not count toward PEBD. 3. Deductions: a. Taxes: Federal: Retired pay is fully taxable (reduced by SBP or VA compensation). b. Allotments: Retirees are permitted to have allotments deducted from their retired pay. Allotments classified as discretionary are limited to a maximum of 6. Bonds established for safekeeping while on active duty cannot be carried forward to your retired account and continue to be held in safekeeping. Approximately 30-45 days after retirement the final LES and W-2 will be mailed to the address reported on the detaching endorsement. b. The statement of retired/retainer pay should be received prior to the first payment. This will list retired pay and all deductions and give the date of the first payment. For DDS this will also show name of bank and account number. c. First payment (via direct deposit) will normally arrive on the first day of the month after your Fleet Reserve or Retirement date. For example: If your Fleet Reserve/Retirement date is 1 April, you will receive your first retired pay on 1 May. 7. Making changes to your retired pay. a. You can make changes to your retired pay account online at https://mypay.dfas.mil/or by calling Retired Pay Operations at 1-800-321-1080. b. Usually, life insurance or an investment plan is considered as an alternative. Studies by unbiased experts conclude that, for all but a few exceptions, the level of benefits provided by SBP cannot be provided by any alternative program. The three basic advantages of SBP over alternatives are the nontaxability of the SBP premium, the protection against inflation, and a government subsidy of benefits of more than 40%. Purpose Retired Pay stops upon the death of a retiree. SBP provides a portion of your retired income to your survivors. SPB is the only way the military services can provide a portion of their retired income to survivors. It provides 55% of your base amount. How it works: Member selects "Base Amount" and category of beneficiary. The cost and return varies depending on the type coverage and amount of coverage. Spouse must concur, no power of attorney accepted. If spouse does not sign the form, automatic enrollment at full amount of "spouse only" coverage. When to apply: DD Form2656 must be at DFAS at least 45 days before retirement date (including TDRL/PDRL) or transfer to fleet reserve. Service members with 20 years service will automatically be covered until they retire or transfer to fleet reserve. RETIRED ACTIVITIES OFFICES
The mission of the Retired Activities Office (RAO) is to provide assistance to retirees, surviving spouses, active duty personnel contemplating retirement, and family members. They offer assistance to Navy/Marine Corps retirees and their families as well as those from all other branches of the military including retired reserves. They provide direct assistance, counseling, and current information on retiree related matters, or in many cases, find an agency or resource to resolve a retiree's problem. All RAO's are staffed by volunteers. Services are based on the size and location but most offices provide: Survivor's Benefit Plan Counseling. Casualty Assistance to Survivors. Provide information on new programs and benefits. Provide Information On Programs, Rights, And Benefits. Provide assistance to resolve conflicts between retirees and various government agencies. Find resources to resolve retiree questions/concerns outside our expertise/purview. You may be eligible to become a resident of the AFRH if at least 50 percent of your active duty service was enlisted service, you were discharged or released from service in the Armed Forces under honorable conditions, and you fall into one of the following categories: a retiree with 20 or more years of active-duty service, are at least 60 years of age. a veteran unable to earn a livelihood due to service-connected disability incurred in the line of duty in the Armed Forces. a veteran who served in a war theater during a time of war declared by Congress or were eligible for hostile fire pay and the Retirement Home Board determines the retiree to be incapable of earning a livelihood because of injuries, disease, or disability. served in a women's component of the Armed Forces prior to 1948. 3. The Armed Forces Retirement Home (AFRH) operates on the proceeds from a trust fund that is fed by active duty fines and forfeitures, monthly pay deduction assessed against all active duty enlisted personnel, and monthly fees paid by residents. The AFRH seeks additional sources of gifts and contributions from outside parties, including charitable allotments.
