REQUIREMENTS AND PROCEDURES FOR SUPERNUMERARY STUDIES |
Please find below the
guidelines for registration as an Affiliated Postgraduate Student.
Although you will not be joining a formal academic programme, we have
to register you with the University in order to give you access to US
facilities and to support your registration with the HPCSA in the category:
Postgraduate Education.
The Faculty of Health
Sciences of Stellenbosch University is obliged by the rules of the Health
Professions Council of South Africa (HPCSA) to register all international
postgraduate students and visiting Supernumerary Registrars/Medical
Officers at our institution as International Affiliated Students.
The administration of such applications is done through the Tygerberg
International Office. This Office administers the registration
with the HPCSA and will pay the registration fees on behalf of the student.
It also assists students with the University registration process, including
Intranet access and e-mail services, library registration, student identification
card, etc. In order to cover all these costs an Internal Student
Levy (ISL) of R3105 is charged and a weekly affiliated fee of R350 up
to a maximum of R6000 may also be levied by the department under which
the applicant will study/work. The said fees are for 2007 only and will
be subject to an annual increase in line with the annual inflation rate,
as applicable to Stellenbosch University, and limited to a maximum of
10% per annum.
It is important
that you understand that by coming to
South Africa as an international visiting Registrar/Intern/Medical
Officer you will not receive any salary whilst working in the hospital. All foreign registrars/interns will have to
provide their own funding for the full duration of their studies.
Please note that you
will be responsible to find your own accommodation. Although we
will assist students in this regard, all students are ultimately responsible
to find their own accommodation.
The whole procedure of application is
a lengthy and tedious process and we usually advise students that they
should apply at least 7 months in advance, seeing that registration
at the HPCSA takes 6-8 months.
In order to start the process of application, the following documents must be submitted:
STEP ONE:
Post
graduate Application form (see attached)
A
detailed Curriculum Vitae
A
letter from your sponsor or proof of funds to cover tuition fees and
accommodation. (No form of remuneration will be provided by the Stellenbosch
University or by the Provincial Government of the Western Cape)
Copy
of Degree Certificate or basic qualification in medicine and a sworn
translation thereof in English (Copies will only be accepted if certified
by an attorney in his/her capacity as a Notary Public and bearing the
official stamp.) Copies certified by a Commissioner of Oaths only, will
NOT be accepted.
Certified
copy of registration from your local medical authority (translated into
English if in a foreign language)
A
RECENT Certificate of Good Standing indicating that the applicant is
in good standing, issued by the Medical Registration Authority where
the application is currently registered.
Proof
of Citizenship - a copy of Passport or Identity Document, certified
by a Commissioner of Oaths.
Recent
original copies of reference letters.

Steps
2&4 - Our office submit applications on your behalf
STEP TWO:
Upon receipt of the abovementioned
documents, this office will apply on your behalf to the National Department
of Health under the programme Foreign Workforce Management Programme
for a letter of endorsement/support towards registration in the South
African Public Health Sector. Please complete the attached application
form and have the declarations completed by your Health Department and
submit it with the documents required in Step 1.
STEP THREE:
After registration at
the National Department of Health, the university will, on your behalf,
submit your application for registration with the HPCSA and also pay
the registration fee. In order for our office to assist you in
this process, you are kindly requested to complete the attached From
12 application form and to return it with the documents required in
Step 1.
Steps 3&4: To
be done by applicant
STEP FOUR:
Verification of
credentials needs to be obtained by the Education Commission
for Foreign Medical Graduates: International Credentials Services,
if the visit exceeds three months. This is a requirement of the
HPCSA but they have recently agreed that the document could be submitted
within a period of 6 months from the date of registration. Applicants
who fail to meet this requirement will be de-registered. Please find
documents attached which must be submitted to the ECFMG by the
applicant at own cost.
STEP FIVE:
Go to your local South
African Embassy with a letter of invitation from Stellenbosch University,
letter of approval from the FWMP and HPCSA registration certificate
and apply for study visa. You will not be able to register as
a foreign student at the University without a valid study permit. Under
no circumstances should you leave for South Africa without a valid study
permit in your passport.
